“Hem and Haw”
All of my dictionaries give the definition of 支吾 as “hem and haw” or “stammer”. Huh? Don’t get it.
In a situation like this, all you have to do is consult the internet. I entered 支吾 into YouKu.com (the Chinese version of of YouTube. One of the results was this one.
I think it gives a pretty clear image of what 支吾 means. So whenever I hear 支吾 I’ll think of this video.
Aside from that I’ve found out what “hem and haw” means too!

Max,我觉得下面这些词在中文字典里很难找到很好的解释 （the explanations are not perfectly matched ）, 你能用英文and/or中文给我解释一下吗 ？ 再我以后的英文学习中， 我可能还会有新的很难直接翻译成中文的单词向你请教。（you can do the vice verse to me too !）

支吾 = when someone is supposed to say something or trying to say something, it turns out she is not saying anything OR saying it with an unclear and slow pace, which can be considered as a sort of annoying.
支支吾吾 = 非常支吾 （if you want to use 非常支吾, then use 支支吾吾 instead, cos it is just the way we speak in Chinese ）
Example: in the video, bush讲话支支唔唔， 根本不知道他想说什么，so annoying !
(in most cases, it is used as an oral word )

How to say 观念 in English ?
I know 观点 is opinion, viewpoint
I like viewpoint, cos it is perfect match. 观 = view
and 点=point. but 观念 is not 观点, it is better not translate it into opinion or viewpoint
